Welsh residents circle wagons over horse ordinance

WELSH – The Board of Aldermen here was prepared to approve an ordinance banning the riding of horses on public streets but a standing room-only crowd convinced them to go back to the drawing board.
According to officials, the proposed ordinance stemmed from numerous complaints from residents over horses roaming streets and tracking through private property, as well as leaving manure behind.
