BERLIN (AP) — A human rights activist since the 1980s, Oleg Orlov thought Russia had turned a corner when the Soviet Union collapsed and a democratically elected president became leader. But then Vladimir Putin rose to power, crushing dissent and launching a fullscale invasion of Ukraine. Finally, the 71-yearold Orlov was himself thrown in prison for opposing the war. Freed last week in the largest East-West prisoner swap since the Cold War, Orlov told The Associated Press that Russia is backsliding toward the days of dictator Josef Stalin.

All motorists must remain vigilant and adhere to the rules of the road to safeguard the well-being of drivers and young students.
Partial closure scheduled for I-10
Louisiana Department of Transportation and Development officials announce a partial closure on the interstate from the Jennings/Evangeline exit to the Cankton/Scott exit this weekend. The inside left lanes of I-10 eastbound and westbound from Exit 65 – La. 97 to Exit 97 – La. 93 will be closed for a herbicide application from 8 p.m. on Friday, Aug. 9 until 6 a.m. on Saturday, Aug. 10, barring any inclement weather. Withtheclosure,DOTDofficialswarnpermitandoversized load drivers and emergency vehicles may encounter delays. However, these vehicles will be permitted to pass. DOTD officials appreciate motorists’ patience during lane closures. Additionally, motorists are reminded to use caution throughout the work zone and always be on the lookout for work crews and equipment.
